Part II provides for the institution and hearing of appeals. Part III concerns the serving of notices, fees, and application sphere of these Regulations: these Rules shall not apply to: (a) proceedings touching the legality of the taking of possession or of the acquisition of any property, interest or right within the meaning of section 75 (2) (a) of the Constitution; or (b) proceedings for the purpose of obtaining prompt payment of compensation under section 75 (2) (b) of the Constitution; or Limit of application of Rules.
