In addition to the requirements set out in subsection 13.1(2) of the above-mentioned Act, an agreement shall provide, inter alia: a) that each participating minister shall issue or approve the terms of reference for the panel; b) that at any time during the assessment process, the panel may request from the participating ministers a clarification or review of the terms of reference if the panel is of the opinion that clarification or a review is advisable; and c) that the panel may retain the services of legal counsel and experts to advise it.
