A well may be bored only with an annual permit issued by the Director of Water Resources. With approval of the Minister, the Director or his agents may enter upon lands and conduct such operations as to control the flow of water from wells (sect. 6). The Lieutenant Governor in Council may make regulations with respect to matters listed in section 10 and any other matter incidental to the conservation, development and control of groundwater and the boring and operation of wells.
