Article 3 sets national targets for the collection and recovery of waste paper. Article 4 defines duties of owners of real properties in respect of collection of paper. Producers shall, at their own expense, organize the transport of waste paper from properties or areal collection sites. The prescribed duties shall not apply to the organization of waste paper collection at a property or areal collection site if this would involve excessive costs and the targets set out in section 3 can be achieved by other means. Producers shall organize the recovery of waste paper so that the targets set out in section 3 can be achieved. Other provisions concern the duty of a producer to provide information and advice concerning the collection and recovery of waste paper, the duty of producers to cooperate with the municipality concerned in organizing the collection and recovery of waste paper, transfer of the waste management duty referred to in chapter 3 of the Waste Act (1072/1993), the duty of disclosure of information by producers to the Finnish Environment Institute transfer of the producer’s waste management duties to producer corporations, further regulation and enforcement measures and sanctions.
