The drafting and adoption of land development objectives shall be done in accordance with guidelines and rules as set out by these Regulations, with special attention to public participation. Land development objectives must be established within one year of the approval of the work plan, the contents of which are set out by these Regulations. The plan shall be approved by the MEC as soon as possible after receiving such plan. The local government body shall submit draft land development objectives to the MEC, who may (conditionally) approve or reject the proposed objectives. Amendment of approved objectives must take into account a period of validity of such objectives of at least five years.
