These Regulations enter into force on 6 May 1998.
Résumé

"Establishments", as defined in article 1 of Council Directive 95/69/EC must be approved by the competent authorities and registered with those authorities for manufacture, with a view of putting them in certain feed additives, premixtures, products regulated by Council Directive 82/471/EC, and compound feedingstuffs. The same procedures shall be followed for "intermediaries", also defined in Directive 95/96/EC on the packaging, storing and "putting into circulation" of certain feed additives, premixtures and products regulated by Council Directive 82/471/EC. The approval requirement applies to the exercise of activities which, under Directive 95/69/EC, are considered potentially hazardous to animals, humans and the environment. Registration shall be effected for production and handling of products which are considered less sensitive. Establishments and intermediaries shall, however, in both cases comply with "quality control" requirements specified in Annex D to the Directive.
