This Law enters into force on 1 January 2024.
Résumé

This Federal Law defines the legal, economic, organizational foundations of state policy in the field of employment, state control over compliance with the legislation on employment. Employment shall be intended labor activity and other activities that do not contradict legislation of the Russian Federation, the activities of citizens, carried out by them for the purpose of producing goods, performing work or provision of services and aimed at generating income. Employed citizens shall be considered the following categories: (a) working under an employment contract, undergoing civil service of the corresponding type, municipal service or having other paid work (service), except for citizens, participating in paid public works, for which the specified jobs are not suitable jobs; (b) individual entrepreneurs; (c) smallholders and indigenous peoples engaged in traditional economic activities; and (d) members of peasant farms. The principles of legal regulation of relations in the sphere of employment of the population are: (a) voluntary work and freedom of choice by citizens of the form of employment, type of activity, profession, specialty, type, nature and mode of work; the lack of employment of citizens cannot serve as a basis for bringing them to administrative or other liability; and (b) ensuring equal opportunities for citizens regardless of gender, race, nationality, language, origin, disability, property and official status, age, place of residence, attitude to religion, beliefs, membership of public associations and other circumstances in the exercise of the right to protection from unemployment and employment promotion.
