A person who has customary rights to take or kill turtles in the Area, may take or kill turtles only in the part or parts of the Area over which his customary rights apply. A person, other than a person who has customary rights to take or kill turtles, may be authorized to take or kill turtles: (a) in a part or parts of the Area over which customary rights apply, by the customary owner; and (b) in a part or parts of the Area over which no customary rights apply, by the Committee. A person who has customary rights to take or kill fauna in the Area, may take or kill fauna, only in the part or parts of the Area over which his customary rights apply.
