A person shall not process, sell or supply for sale, use mammalian animal waste for feeding to animals or poultry, import or attempt to import processed mammalian animal waste, export or attempt to export processed mammalian animal waste, unless such waste has been processed in accordance with the parameters laid down in the Schedule (reg. 4). The Minister may grant exemptions on these rules if he is satisfied that conditions specified in regulations 5 and 6 are fulfilled. A person who is the owner or person in charge of a plant authorized by the Minister in accordance with Regulation 6 shall ensure that records of the residence time, temperature, pressure and particle size of mammalian animal waste processed at that plant are maintained for examination, upon request, by an authorized officer for a period of at least five years.
