The Proclamation establishes the Eritrean Free Zones Authority as a legal person, to carry out duties, powers and functions provided therein, including; inform the Minister on all aspects of development, promotion, operation, management and control of free zones; promote investment in free zones and assist persons who want to develop and manage a free zone, or to establish a business therein; evaluate proposals for the designation of areas of land, water, and/or buildings as free zones, evaluate license applications from persons to construct, develop, and/or manage free zones or buildings or facilities therein, among others. the Proclamation provides for the Board of Directors who shall carry on the day to day activities of the Authority. The Authority may permit activities in the free zone which it believes will contribute to the achievement of the objectives of the Proclamation. Furthermore, the Proclamation prohibits unlicensed activities. Free Zones operate under the control of customs, as such the import and export of goods from a free zone shall be exempted from all import licensing requirements and some other restrictions.
