Section 4 makes provisions for a licence for the importation or exportation of live or dead animals or plants to be issued by the Governor. It also excludes from the provisions of section 3 the bringing of turtles taken within the fishery limits of the Cayman Islands into the Islands if the taking of such turtles is customary and traditional and the turtles are intended only for consumption by islanders. The licences issued under section 4 are revocable and subject to such conditions as the Governor may impose. The Governor may make further regulations prescribing forms, the making and certification of products produced under licence, etc. (sect. 7).
