The Rules constitute a National Committee for performing such functions as provided therein. The functions include submitting recommendation to the government that the environment of an area has become or is likely to becomes endangered. The committee shall consider matters such as existing conditions, potential threats, means of prevention, livelihood and culture of inhabitants etc. while making their recommendation. The Rules further contain provisions for meeting of the National Committee, formation of District Committee, its functions and meeting, creation of Upazila Committee, its functions and meeting. They provide for formation of village conservation team for implementation of measures and plans, creating awareness, maintaining accounts etc. The Rules lay down the procedure for declaration of environmentally endangered areas and activities prohibited in such areas. They provide for public-private partnership management and creation of Environment Management Fund for conservation and development of environmentally sensitive areas. The Rules requires the department to submit annual assessment reports and an Environment Report every 5 years. They also provide for penalty for contravention of the Rules.
