Regulation of new cultivation is required for purposes of agricultural policy and environmental consideration including the preservation of biodiversity (sect. 1). New cultivation shall be based on plans to be submitted to municipal authorities. Plans for cultivation of land larger than a specified size requires an environment assessment report to be drawn up in accordance with section 2 of Chapter VII-a of the Planning and Construction Act (sect. 6). Sections 7 to 10 concern the procedures of application and handling of applications for new cultivation. Applicants may appeal with the County agricultural Office against decisions of municipal authorities (sect. 11).
