Résumé This Decree approves the Regulation on biofuel and their mixture with fossil fuel. The Regulation, consisting of 37 articles divided into eight Chapters and two Annexes, establishes the regime regulating the activities of production, transport, storage, distribution, marketing, export and pricing of pure biofuels, as well as procedures for mixing them with petroleum products in the national territory. The Regulation applies to: a) natural or legal persons, as well as institutions governed by public law that carry out one or more of the activities as indicated; b) licensing and supervision of activities and facilities for production, storage, handling, distribution, marketing, transportation of biofuels and their mixtures. The objectives of the Regulation are: a) to promote the national production of biofuels and introduce private investments in the agricultural production value chain; and b) introduce the obligation for importers or distributors of liquid fuels to purchase biofuels produced in the national territory for mixing in order to speed up the partial substitution of imports, and mitigate the effects on the environment.
