Entry into force notes
This Decree shall enter into force on 1 January 2004, except for Article 9 that will enter into force on the day of entering into force of the Act publishing the International Agreement on Hungary's accession to the EU.
Résumé

This Decree shall apply not only to maritime ships transporting hazardous or polluting substances and entering or leaving harbours and sailing in territorial seas, but also to the captain and manager of the ship, and to the shipping company who despatched the hazardous or polluting goods. The Decree determines in the annexes the documents, containing information on the hazardous or polluting shipment and in general on the ship, to be produced to the harbour authority before entering and leaving the harbour and a copy to be sent to the Central Transport Authority. There are provisions regarding the shipping and unshipping of hazardous and polluting substances, and on the reporting of events and situations dangerous for the natural and the built environment.
