Without a permit of the Director of Fisheries it shall be prohibited to fish with purse seine for herring, sprat, mackerel, blue whiting, and capelin by vessels with a length in excess of 90 feet or a loading capacity of 1500 hl or more. The permit is valid for a specific vessel or a specific owner of a vessel (sect. 4). Section 5 provides for licensing in the case of reduction of the catch capacity of the vessel concerned. Section 10 outlines criteria for the granting of licences.
