Regulation 23 concerns submission of submission of an environmental impact assessment report inclusive of any specialist reports, and an environmental management programme (EMPr) after acceptance of the scoping report, whereas regulation 49 (definitions) is amended by giving a new definition of "previous NEMA notices". The Regulations also make minor amendments to Listing Notices.
