The Act also establishes a technical committee that must perform the duties and which has the powers assigned to the Scientific Authority by the Convention. The Minister may appoint any staff member in the Ministry of Environment and Tourism to be an inspector for purposes of this Act. The Act also provides, among other things, for regulation-making powers of the Minister, the amendment of Schedule 1 and delegation of powers.
