No person may use a vehicle in the coastal area without an authorisation granted under these Regulations. "Coastal area" includes dunes, lagoons, mangroves and wetlands. The Regulations determine permissible uses of vehicles. A permit o use a vehicle in the coastal area may be issued by the Minister for the purposes of, among other things, carrying out a non-recreational activity in terms of a right, permit or exemption granted under the Act, the Marine Living Resources Act, 1998 or the Sea Fishery Act, 1988. Exemptions also concern participation in a fishing competition.
