It does not apply to outgoing transboundary waste. The Secretary of State may, by Regulations, make provision for the registration of persons with specified authorities as carriers of controlled waste. The Act also concerns appeal against the decision not to register and the seizure and disposal of vehicles used for illegal waste disposal.
