The Minister may, in prescribed circumstances and on payment of the prescribed fee, grant to a person a permit authorizing the person to have in his possession an unregistered bull subject to and in accordance with such conditions as may be specified in the permit. Section 4 requires the production of certificate or permit for inspection, whereas section 6 provides for inspection. Unregistered bull or a bull in relation to which there is not a valid permit may be castrated under section 7.
