They also: insert regulation 3A, which imposes duties on public bodies in relation to wild bird habitat and regulation 3B which requires the Department of the Environment to periodically review whether the obligations under regulation 3A have been met; require the Department of the Environment to provide guidance to relevant public bodies to assist them to met their obligations under regulation 3A; and clarify that the assessment and review procedures of Part IV apply in relation to plans and projects not specifically mentioned in that Part.
