Résumé

These Regulations provide for Declaration of pests and diseases. The Minister may, by notice published in the Gazette, declare for the purposes of these regulations any (a) pest that is not prohibited matter; or (b) animal disease or plant disease that is not prohibited matter to be a declared pest or declared disease, if the Minister is satisfied on reasonable grounds that (c) the pest or disease poses a biosecurity risk to Tasmania; and (d) the declaration is necessary to prevent, eliminate, minimise, control or manage the biosecurity risk posed by the pest or disease. Part 2 regulates prohibited dealing, these can be: 1) prohibited imports: any animal fitting, horticultural material, or other thing that may reasonably be suspected of being a carrier of prohibited matter; or a declared pest or disease, unknown pest or disease, or any thing that may reasonably be suspected of being a carrier of any biosecurity matter. 2) Prohibited dealings with animals: these include feeding offal to dogs, feeding prohibited pig feed to pigs; feeding restricted animal material or chicken litter to a ruminant; supplying ruminant food containing restricted animal material; supply of certain fish as bait or berley; unhygienic management of animal carcasses. 3) Prohibited dealings with pests, diseases and carriers. The supply of a declared pest or disease; unknown pest or disease; or any thing that may reasonably be suspected of being a carrier of any biosecurity matter referred to in paragraph (a) , (b) , (c) or (d) above; or (ii) any prohibited matter is prescribed to be a prohibited dealing for the purposes of section 17(2) of the Act.
