An ANC allowance is a payment made by the Department Agriculture, Environment and Rural Affairs under Article 31(5) of the EU Regulation and in accordance with Measure 13 as described in the Northern Ireland Rural Development Programme 2014 - 2020. he Regulations define the conditions of eligibility for an ANC allowance and the rate at which it is to be paid. The Department has the power to withhold or recover payments and take certain other action in the event of a breach under these Regulations and in certain other circumstances.
