Résumé

This Order gives definitions about the selling, the inspection, the examination and certification of agricultural fertilizers. Penalties are set for transgressors and regulations are outlined. Agriculture fertilizer is defined as any imported or locally produced, mixed or unmixed, soil fertilizer. A bag is defined as any container for fertilizers. Selling of fertilizers must be operated under the regulations established by the Minister of Agriculture, bags must be tagged and information about the fertilizers composition and quality must be indicated. An inspector has the authority to take samples of any fertilizer for examination. The inspected fertilizer will be sealed and its selling will be forbidden until test results are obtained. The maximum inspection period is set at 30 days from the sampling date, after which the owner may independently resume selling of the fertilizer. A purchaser is entitled to obtain a certificate from the inspector concerning the composition and quality of the purchased fertilizer, and this certificate will have legal validity in case of inquiry. Any manipulation or change of fertilizers and its container or any violation of this Order is to be punished with a financial penalty or a six month prison term. An Annex contains an example of an inspector certificate.
