Résumé These rules shall be known as "Implementing Rules and Regulations (IRR) of the Climate Change Act of 2009". according to the Rules, a Climate Change Commission is established that shall be the sole policy-making body of the government which shall be tasked to coordinate, monitor and evaluate the programs and actions plans relating to climate change. The Commission shall composed of the President of the Republic of Philippines and three Commissioners. The Rules provides for powers and functions of the Commission on ensuring the mainstreaming of climate change, coordinating and synchronising climate change programs with the national government agencies, developing a framework strategy, exercising policy coordination, recommending legislations and key development investments, creating an environment to promote broader multi-stakeholder participation, formulating strategies, establishing a close partnership with the NDCC, representing the country in the climate change negotiations and promoting technical and financial support. The Rules is drafted in 4 parts and referring to climate change office and its powers and functions, technical experts and framework strategy and program on climate change.
