Résumé

This Act aims at promoting the rational utilization and enhancement of the marine biological resources through an equal development of sea fishing. To these ends the Ministry of the Merchant Marine may approve the three-year fisheries plan concerning the management of biological resources, the promotion of production and placing on the market of fishery products. The plan is drawn up and updated by the National Committee for the Conservation and Management of the Marine Biological Resources, consisting of the members of the Central Advisory Commission for Sea Fishing (established by Act of 14 July 1965, No. 963) and the othe members specified by article 3 of this Act. The national fisheries plan consists of three parts. The first part concerns fishing activities and the development of aquaculture; it promotes the exploitation without exterminating the natural resources and by taking into account the fishing methods used in the different fishing zones. The second part concerns the establishments on land related to fishing activities (e.g. cooperation among fishermen, modernization of auction and wholesale markets, distribution networks, conservation, handling and processing of fishery products). The third part concerns the financial forecast and the allocation of funds available. The Act establishes also central bodies and various committees and working groups whose functions are related to scientific research and statistical purposes. Article 10 concerns the establishment of the "Central Fund for Fishery Credit", granting subsidies, soft loans and unsecured loans in favour of enterprises performing the following activities: 1) sea fishing; 2) fish farming in marine and brackish waters; 3) conservation, handling and processing of fishery products (arts. 11-25). Article 29 amends article 6 of Act of 14 July 1965, No. 963 on the membership of the Central Advisory Commission for Sea Fishing; it also amends article 8, paragraph 3, of the said Act on the nomination and duration of the local advisory commissions.
