Anyone who has in his possession plants which may be expected to carry pests, which are covered by rules under this Act, or become aware of the pest itself, must immediately notify the competent authority. The Executive is authorised to take precautionary measures and issue regulations promoting (1) the prevention of dangerous pests from entering the country and spreading domestically, and eliminating pests that have already arrived in the country, if feasible; and (2) the prevention of carrying pests from Iceland to other countries.
