The premise is that policies promoting trade and protecting the ozone layer through technology transfer are mutually reinforcing. The intent of simultaneously fostering trade and environmental improvement is encompassed in the concept of sustainable development and is so recognised in the trade measures to implement environmental agreements including the Montreal Protocol for phasing out ozone-depleting substances.
