Resumen

The Proclamation provides for the establishment of the Water Resources Development Fund (art. 3), its objectives (art. 4), resources of the Fund (arts. 5 and 6) and administration of the Fund (arts. 9 to 18). The Fund shall be used to implement the objectives of this Proclamation. Those are enabling organizations that are engaged in water supply and sanitation services (defined in art. 2) to be fully self sufficient in the provision of reliable and sustainable services, to contribute to food self-sufficiency by expanding and ensuring water supply for irrigation. The Fund shall also provide long-term loans on the principle of cost recovery for the realization of the objectives. The Fund shall be managed by the Water Resources Development Fund Office established under article 9. The Office shall have a Board and a General Manager.
