The Act further directs the above-mentioned Secretary to include environmental protection as "one of the primary missions" of the Corps of Engineers in planning, designing, constructing, operating and maintaining water resources projects (sect. 306). In addition, it establishes as part of the Corps' water resources development programme (a) an interim goal of "no overall net loss of the Nation's remaining wetlands base, as defined by acreage and function", and (b) a long-term goal to increase the quality and quantity of the Nation's wetlands. To achieve these goals, the Corps is to develop, in consultation with the Environmental Protection Agency, a Wetlands Action Plan, and a demonstration programme to determine the feasibility of wetlands restoration, enhancement and creation. In addition, the Corps may establish a programme for the training and certification of "wetlands delineators" (sect. 307(a), (d) and (e)). The Act also directs the Secretary to appoint for major reservoirs under the responsibility of the Corps of Engineers a technical advisory committee consisting of a majority of technically qualified members, to formulate recommendations on reservoir monitoring and options for reservoir research. Public participation must be ensured in the preparation and revision of reservoir operating manuals in respect of Corps-operated reservoirs (sect. 310).
