These Rules prohibit the release of water pollutant into any water approved by a competent governmental entity for human consumption without treatment or where treatment has been limited solely to disinfection. An application for a permit includes information on the applicant, location of any existing or proposed water intake and release points, identification of the receiving water, references to any EIA reports, effluent quality monitoring data for main discharge points, description of any water pollution control programme, and any other information deemed necessary by the Authority. The Authority shall establish in each permit (i) the water pollutants authorized to be released; (ii) the quantity, conditions and concentrations the permittee may release; (iii) the exact location where the sampling of the release shall be performed and frequency of sampling; and (iv) reporting requirements. Furthermore, the permittee shall take all measures to avoid and minimize the adverse environmental impact, record all monitoring data, and carry out and maintain best management practices, pollution and prevention measures, adequate laboratory controls, the appropriate quality assurance procedures, and back-up or auxiliary facilities to achieve compliance with the permit. In case of non-compliance with the permit requirements, the permittee shall report to the Authority. A Watershed Improvement Plan shall be developed and implemented to address a set of specific pollutant reduction targets and load reductions based on total maximum daily loads for that particular watershed in order to meet the ambient water quality standards. The permit may be revoked or suspended under the circumstances specified in Sections 20 and 21. A Water Polluters Register shall be established by the Authority which contains information about every application for a permit, every permit and Watershed Improvement Plan, decisions of the Authority regarding the applications, inspection reports, notices of all types, and complaints against permittees. Schedule I sets out the parameters or substances at the quantity, condition or concentration of water pollutants. Schedule II sets out the permissible levels of water pollutants in inland waters, coastal waters, marine area, environmentally sensitive areas, and groundwater. Finally, Schedule III lays down ambient water quality standards for freshwater and marine environment.
