Section 4 of the Regulations establish that no person shall go onto the Island without having first obtained written permission from the competent authority. Furthermore, no person shall, without having first obtained written permission erect any building or other structure on the Island or in the waters within one mile thereof, nor make any excavation or roadway or otherwise disturb the natural contours of the surface of the Island or of the bars or coast thereof; nor molest, interfere with, feed or otherwise have anything to do with the ponies on the Island.
