Resumen This Regional Law establishes the forms of state support of horticulture, gardening and suburban subsistence farming. The following measures of state support shall be granted on the regional territory: (a) implementation of educational and campaigning work in order to popularize horticulture, gardening and suburban subsistence farming; (b) reimbursement within the framework of regional state programs for account of targeted contributions of the costs of engineering support of territories of associations; (c) establishment for associations of standards for payments for electrical energy, water, gas, telephone set for rural population and categories of consumers equated thereto; (d) setting the maximum size of garden and vegetable garden land plots provided to citizens in ownership; (e) establishing the maximum size of land plots for horticulture and gardening allotted to citizens in ownership free of charge from public land, owned by the region; (f) participation in the creation of rental funds by providing funds in the amount of 50 percent of the total amount of contributions to the rental fund; (g) providing associations with production and technical products with construction waste; (h) construction and repair of roads, lines of power transmission, water supply and sewerage systems, gas supply, communications or by connecting to existing power lines, systems water supply and sewerage; (i) organization and conduct of tenders for programs and investment projects for the development of infrastructures of the territories of associations; (j) ensuring transportation with suburban transport of gardeners, truck farmers, summer residents and members of their families to their partnership territories; and (k) establishment of the procedure for the provision of trading places for sale of agricultural commodities to citizens.
