Resumen This Regional Law shall be applicable waterbodies that are part of the Northern fishery water basin located in the regional territory and to land plots located in the regional territory that can be used for fishing purposes and conservation of aquatic biological resources. State regulation in the field of fisheries and conservation of aquatic biological resources shall be implemented through: (a) legal regulation in the field of fisheries and conservation of aquatic biological resources; (b) development and implementation of regional state programs counties in the field of fisheries and conservation of aquatic biological resources; and (c) state support in the field of fisheries and conservation of aquatic biological resources. Main directions of the regional state policy in the field of fisheries and conservation of aquatic biological resources shall be as follows: (a) ensuring rational use of aquatic biological resources and preservation of conditions of their natural reproduction; (b) improvement and development of the regional legislation in the field of fisheries and conservation of aquatic biological resources; (c) protection of interests of citizens, public associations, their unions, economic entities in the field of fishing and conservation of aquatic biological resources; (d) ensuring rights and legal interests of small indigenous populations of the North in the field of fisheries and conservation of aquatic biological resources; and (e) use of scientific achievements in the field of fisheries and conservation of aquatic biological bioresources. For conservation of aquatic bioresources and ensuring fishfarming activities shall be performed fishing for the purpose of aquaculture (fishfarming). Fishing for ensuring traditional way of life and carrying out traditional economic activities of small indigenous peoples of the North, Siberia and the Far East of the Russian Federation shall be performed by indigenous peoples of the North and their communities in the regional territory with of without allocation of fishing area.
