Resumen

This Regional Decree establishes that nature reserve “Vikulovsky” includes landscape, woody, shrub, and herbaceous vegetation, mushrooms, fauna, including precious endangered game species, waterbodies, and soils. Declaring nature reserve area protected area does not entail expropriation of land (forest) plots from owners, tenants and lessees of land (forest) plots, except the cases when the activity carried out by them poses risk to the integrity of the natural complexes and components thereof. Owners, tenants and lessees of land (forest) plots located within the boundaries of the nature reserve, as well as other physical, official and legal persons are obliged to comply with special protection regime established in the nature reserve and shall bear responsibility, established by acting legislation, for its violation thereof. The purpose of nature reserve “Vikulovsky” is to preserve in the natural state natural complexes and objects, including: (a) landscape; (b) waterbodies; (c) woody, bushy and herbaceous vegetation; (d) wild fauna species; (e) medicinal plants; and (f) species of plants, animals and mushrooms included in the Red Book of the Russian Federation and the Red Book of the Tyumen region. The following activities shall be prohibited on the territory of nature reserve of regional significance “Vikulovsky”: (a) staying with weapons (except for the stay of employees of authorized bodies and their subordinate organizations in the performance of their duties); (b) the use of weapons, fishing gear, dogs, game birds; (c) hunting, stalking game, disturbing, pursuing and catching all kinds of animals (excluding hunting in the order of regulating the number of animals, as well as for settling); (d) destroying and ravaging huts, holes, hollows, nests, clutches, other dwellings and shelters of animals; (e) all activities that cause damage to wildlife and their habitat; (f) timber extraction, except for sanitary felling; (g) parking and passage of vehicles and self-propelled vehicles of all types (except for bicycles); (h) violation of the hydrological regime; (i) industrial fisheries and fishfarming, arrangement of hunting, fishing camps and lodges; (j) storage and use of all kinds of fertilizers and pesticides; and the use of chemicals that have a toxic, carcinogenic or mutagenic effects; (k) disposal of wastes of all types and effluent waste water discharge; (l) allotment of land plots for all types of land management, including all kinds of construction, gardening, horticulture, farming and personal subsidiary farming; (m) harvesting and collection of non-timber forest resources, except for deadwood, the collection of which is possible by agreement with the regional Department of Subsoil Use and Ecology; (n) construction; (o) burning of vegetation; (p) performance of hydro-reclamation works; (q) extraction of minerals; and (r) grazing and passage of cattle.
