The Act provides for the continuance of National Public Procurement Authority, the definition of the Board of the Authority and of its powers and duties. The Act defines the following specific functions of the Authority: formulate policies and standards on public procurement; assess the operations of the public procurement processes and submit proposals for the improvement of the processes; ensure capacity building and human resource development for public procurement, including development, promoting and supporting training and professional development of persons engaged in public procurement; disseminate information about, and promote awareness of the public procurement system; provide interpretation of this Act and other instructions governing the procurement process; plan and coordinate technical assistance in the field of public procurement; prepare an annual report on the overall functioning of the public procurement system; power to obtain information. Other matters covered by this Act include: procurement committees and units; independent procurement review panel; general provisions on procurement process; rules for description of goods, works and services; methods and procedures of procurement; bidding procedures; complaints procedures; disposal of stores and equipment.
