Resumen These Regulations consisitng of 20 articles and VIII Annexes aim at establishing rules for the import of plants, plant products, pests and regulated articles in Israel and prohibit their import without a permit granted by the Director of the Plant Protection and Inspection Services of the Ministry of Agriculture and Rural Development, with the exceptions listed in 2(c). Applications for an Import Permit shall be submitted to the Director (art.3a). A permit is granted, refused, canceled, suspended according to the risks expected for the plants in the country and to the appropriate level of protection of plants as stated in International Agreements, intended as IPPC or the SPS (art.3b). The importer of a consignment must attach a Phytosanitary Certificate of the country of origin, and present it to an Inspector at the Port of Entry (art.5a) and the arrival of a consignment must be notified to the Inspector of the Port of Entry (art.6). Further measures are provided for at art.8 in case an Inspector finds that a consignment does not comply with the instructions of these Regulations, or that the consignment is not free from pests, or it appears reasonable that the consignment bears latent pests. Some articles are prohibited to be imported, however the Director may grant a permit for these articles if the importation is needed for purposes of research or the development of agriculture. Rules for packaging and labelling are given respectively at articles 12 and 13. Import of growing media is permitted, excluded soil, sand, compost and organic waste.
