Resumen The Government decrees to validate the Regulation. The Federal Committee on Land Resources and Land Survey is entitled to provide for generalisation of information on purchase and sale of the plots of land and carry out the analysis of land market. This Regulation is applicable in the process of purchase and sale by the Russian nationals of the plots of land or their shares for the purpose of conducting subsidiary smallholding, gardening or individual housing. The document consists of 8 Articles. Purchase and sale of the plots of land can be carried out only in case of the absence of the dispute as regards the plot of land in question and other legal causes that could possibly hinder striking a bargain. In striking a deal as regards purchase and sale of the plot of land neither vendor nor purchaser are authorized to change either the destination or the modalities of the use of the plot of land (e.g. sanitary and protective areas, environmental protection land, recreational and historical and cultural land, as well as the right of transit through the plot of land, maintenance and repairs of edifices, buildings, surface and underground communication and other conditions of utilisation). The price of the plot of land and the conditions of payment must be determined by agreement between the vendor and the purchaser. The plan of the plot of land must be supplied with the deed of purchase. The deed of purchase without the plan of the plot of land is not subject to registration. In the absence of the plan of the plot of land it must be produced at the expense of either the vendor or of the purchaser on the basis of agreement between them. The Federal Committee on Land Resources and Land Survey establishes the technical requirements for the plans of the plots of land.
