The President may grant mining licenses and authorisation for mining operations as specified in section 2, including dredging of rivers, obtaining, diverting, impounding, etc. of water for mining purposes. The President shall, on behalf of the Republic, have the right of pre-emption of all minerals raised, won or gotten in Ghana (sect. 4). Section 6 concerns a price to be paid for minerals and products taken on pre-emption. Section 8 concerns obstruction of the right of pre-emption. Other provisions concern offences, regulation making powers and interpretation.
