The Law applies to the internal seas and territorial seas and all other sea areas under the jurisdiction of the People's Republic of China. It provides for the establishment, management and protection of special marine reserves, marine sanctuaries and seashore scenic and tourist areas by central and local authorities. State authorities in charge of the implementation of this Law are established in article 5. Measures aimed at the prevention of pollution damage to the marine environment are stated with specific regard to the following: (a) coastal construction projects; (b) offshore oil exploration and exploitation; (c) land-source pollutants; (d) discharge of oils, oil mixtures, wastes and other harmful substances into the sea by vessels; (e) dumping of wastes into the sea.
