The Marine Conservation Board shall issue licences to use or retail spearguns only to persons of older than eighteen years and who posses the "Caymanian status" (dir. 3). A retail licences allows the holder to possess a specified number of spearguns, whereas a licence to use spearguns contains certain restrictions, i.e. spearguns may not be used in any replenishment zone, marine park, environmental zone, or "designated grouper spawning areas". All licences shall be issued subject to the following conditions: (a) the licence will be valid for one year; (b) shall not be transferable; (c); shall not allow the holder to import spearguns; and (d) may be revoked by the Board acting in its absolute discretion.
