Entry into force notes
This Law enters into force 12 months after the date of its official publication.
Resumen

The purpose of this Law is to regulate relations in the field of standardization. This Law shall apply to relations arising from the development, adoption and application of standards and relevant standardization documents, as well as the implementation of state control in the field of standardization. Features of standardization in the military sphere, in the field of protecting state secrets and other information, in the field of the use of atomic energy, ensuring nuclear and radiation safety, in the field of finance and education are established by separate acts of the legislation of the Republic of Uzbekistan. National standard shall be intended a standard adopted by the Uzbek Institute of Standards of the Uzbek Agency for Technical Regulation under the Ministry of Investments and Foreign Trade of the Republic of Uzbekistan and available to the general public. Standard shall be intended a document that establishes for general and repeated use rules, general principles or characteristics relating to various activities or their results, and which is aimed at achieving the most optimal degree of regulation in a particular sphere. Standardization shall be intended an activity aimed at achieving the most optimal degree of regulation in a certain sphere, establishing rules for general and repeated use in relation to actual or potential problems. National standardization body is the Uzbek Institute of Standards of the Uzbek Agency for Technical Regulation under the Ministry of Investment and Foreign Trade of the Republic of Uzbekistan. Object of standardization shall be intended products, goods, services, processes, management systems, terms, symbols, studies (tests), measurements (including sampling) and test methods, marking, labelling, conformity assessment procedures and other objects. The main principles of standardization are: (a) legality; (b) consensus of interested parties in the development of national standards; (c) impartiality; (d) consistency to avoid duplication and inconsistencies in standards; (e) the inadmissibility of a discriminatory attitude towards products, regardless of the country and (or) place of origin of the product, as well as the form of ownership of the manufacturer; and (f) openness and transparency. The main objectives of standardization are: (a) protection of life, health of citizens and their property; (b) environmental protection; (c) protection of the rights and legally protected interests of consumers in matters of product quality; (d) ensuring interchangeability and compatibility of products; (e) improving the quality and competitiveness of products, depending on the level of development of science and technology to meet the needs of the population and sectors of the economy; (f) promotion of saving all types of resources, improvement of technical and economic indicators of production; (g) practical assistance in the implementation of socio-economic and scientific and technical programs and projects; (h) promoting the development of the economy and scientific and technological progress of the Republic of Uzbekistan; (i) ensuring openness and reliability of information on the range and quality of products; (j) assistance in promoting domestic products to foreign markets; and (k) ensuring the unity of measurements.
