Entry into force notes
This Law enters into force on the date of its official publication.
Resumen

Article 4 regulates transportation of waste to waste treatment facilities and transit of waste through the national territory. Article 7 regards waste accounting and reporting, in particular registration of collection, transportation, processing of waste and registration of waste managers; listing business entities storing hazardous waste for more than six months and non-hazardous waste for more than a year; and listing of business entities generating waste. It specifies that waste accounting data shall be used for analysis of waste generation at the national level. Article 34 (22) shall be amended to add the following wording: “The license holder must observe the following conditions for the licensed activity: (a) implement the measures related to organization of waste management activities, waste management financing scheme, public education and information on waste management program; (b) organize the management of packaging waste and/or to participate in the organization of packaging waste management in municipal waste management systems and to fulfill the tasks assigned to the producers and importers for the management of packaging waste; (c) submit to the licensing institution a report on the implementation of the measures for financing waste management activities and planning of waste management; (d) together with the report specified in Item (c) of this section, submit to the licensing authority, in accordance with the technical task of the license holder approved by the Government or its authorized institution and approved by the Lithuanian Chamber of Auditors, the independent auditor's report on the compliance of the actual observations on the organization of waste management activities with the measures contained in the plan for waste management activities, waste management financial framework, a program for public education and information on waste management, and publish this report on the website of the licensee; (e) together with the report specified in Item (c) of this section, submit to the licensing authority the opinion of the independent auditor on the license holder's annual financial report; (f) submit to the licensing authority, in accordance with the procedure established by the Government or an institution authorized by it, quarterly information on the measures provided for in the program of organization of waste management activities, waste management financing scheme, public education and information waste management issues in the quarter; and (g) each year, in accordance with the procedure and within the terms and conditions established by the Government or its authorized institution, submit to the licensing authority a document proving that the management of waste electrical and electronic equipment, oil, batteries and accumulators or end-of-life vehicles will be financed (applicable to electrical and electronic equipment, license holders holding licenses for managing batteries and accumulators waste or end-of life vehicles) .”
