Any investor shall have the obligation to observe the laws of the country in carrying out his investment activities. In particular, he or she shall give due regard to environmental protection. The provisions of this Proclamation may not be applicable to investments in the prospecting, exploration and development of minerals and petroleum resources. Investments may be made in the water sector. Investments shall be supervised by the Ethiopian Investment Agency, which is to be established by Regulation of the Council of Ministers. The Privatization and Public Enterprises Supervising Agency shall receive investment proposals submitted by any private investor intending to invest jointly with the government; it shall submit same to the Ministry of Industry for decision and, upon approval, designate a public enterprise to invest as partner in the joint investment.
