The Principal Herbage Conservation Commission is hereby established, whereas the Minister may, by Notice in the gazette, establish Subordinate Herbage Preservation Committees for specified areas as he or she thinks fit. The principal Committee may appoint a fire ranger. No person shall without permission of a Committee set fire to vegetation on land of which he is not the lawful owner or occupier. Section 5 introduces a general duty to extinguish fires. A person who wishes to burn vegetation on his or her land shall give a notice to this regard to local authorities. A Committee may prohibit burning of vegetation under section 7. Firebreaks may be constructed between adjoining lands in accordance with section 9. A Committee may also order the construction of firebreaks (sect. 10). Remaining provisions concern assistance in putting out fires, liability, civil remedy, and regulation making powers of the Minister.
