This Government Decree enters into force six months after the date of its official publication.

Resumen

This Government Decree implements Commission Implementing Regulation (EU) No. 139/2013 laying down animal health conditions for imports of certain birds into the Union and the quarantine conditions thereof. It shall be applicable to poultry species, except for (a) chickens, guinea fowl, turkeys, ducks, geese, quails, pigeons, pheasants, partridges, and also of ostrich (Ratitae), grown or kept in captivity with a view to breeding, production of meat or eggs for consumption or replenishment of reserves of game for shooting; (b) birds imported under conservation, stock enhancement of biological diversity, environmental restoration, and maintenance of ecological balance; (c) domestic bird species for the purposes of non-commercial circulation, which accompanied during their movement by the owner or his authorized representative, which are not intended for sale or transfer to another owner; (d) birds intended for zoos, circuses, recreational parks or experiments; (e) pigeons for the competitions imported into the national territory from the neighboring countries where they usually live, and released immediately after the competition in hope that they will fly back to the corresponding country. Import of poultry species shall be authorized from authorized and identifiable poultry breeding enterprises of the exporting country in the presence of import authorization with veterinary and sanitary certification issued by the official veterinarian of the customs veterinary and sanitary control office. Imported poultry species must meet the following requirements: (a) grown in captivity; (b) undergo laboratory testing for the detection of a virus of bird flu and Newcastle disease virus for 7 and 14 days before shipment, and the results must be negative; (c) be vaccinated against bird flu; (d) be accompanied by a veterinary and sanitary certificate issued by the competent authority of the exporting country; and (e) be identified by an individual identification number with a ring mounted on the foot without welding, with a distinctive sign or with microchip. For CITES-listed species, birds shall be transported in accordance with the CITES Transport Guidelines.
