Resumen Depending on the time that has passed since receipt of reports of landscape (natural) fires, as well as from other factors affecting the life safety of the population, the following levels of response to landscape (natural) fires are established: (a) municipal level of response to landscape (natural) fires; (b) regional level of response to landscape (natural) fires; and (c) federal level of response to landscape (natural) fires. The municipal level of response is established by decision of the Commission for the Prevention and Elimination of Emergency Situations and ensuring fire safety of the municipality during the emergence of a landscape (natural) fire on the territory of a municipality. If within 24 hours from the receipt of a message about the outbreak of a landscape (natural) the landscape (natural) fire is not localized, proposals on the need to establish a regional level of response (indicating the reasons for the continued spread of landscape (natural) fires) are sent to the commission for the prevention and liquidation of emergency situations and ensuring fire safety of a constituent entity of the Russian Federation: (a) by the head of the directorate of a specially protected area of federal significance in relation to landscape (natural) fires on land of protected areas of federal significance; (b) by the head of the local administration of a municipality in relation to landscape ( natural) fires (with the exception of (natural) fires on forest land, security lands, lands of protected areas). If within 72 hours from the receipt of a message about the outbreak of a landscape (natural) fire, it is not localized, the highest official of the constituent entity of the Russian Federation sends proposals on the need to establish a federal level of response (indicating the reasons for the continued spread of the landscape (natural) fire) to the Federal Forestry Agency - in relation to landscape (natural) fires on forest fund lands, land of protected areas, forest fires on defense and security land. The federal level of response is established before the expiration of 72 hours from the moment a message about a landscape (natural) fire is received by the dispatcher (an official entrusted with the functions of receiving and processing fire messages) of the central fire communications point of the territorial (local) fire and rescue garrison, fire protection department, in the event of a risk of a landscape (natural) fire spreading to a populated area, economic or infrastructure facility and provided there is insufficient forces and means to localize the landscape (natural) fire.
