The Director of Agriculture shall be chief Forest officer for purposes of this Act (sect. 4). All land being in forests shall be considered to be a forest reserve (sect. 5). Cutting of timber, pasturage, clearing of land, etc. shall require a permit from the Chief Forest Officer. The Minister may, by order in the gazette declare that any estate or part thereof shall be subject to the provisions of Part III laying down the procedure for the reforestation of such estate. Such estates may also be declared to be forest reserves under section 10. Where the Minister has approved a reforestation scheme he may order works to be carried out under the direction of the Chief Forest Officer (sect. 11).
