No person save owner or occupier of land, or any person authorized by such owner in specified circumstances or the holder of a permit shall pluck, gather, cut, uproot, injure, break or destroy any protected flora. The Minister may issue a permit authorising, with certain restrictions, the holder thereof to pluck, cut or uproot the species and quantities of protected flora specified in such permit, in a specified locality and during a specified period, subject to such other provisions as may be prescribed in such permit (sect. 5). No person shall export or attempt to export from Swaziland any protected flora except upon, and subject to the conditions of a permit issued by the Minister (sect. 6). Section 7 prohibits plucking, cutting, uprooting, injuring, breaking or destroying of indigenous plants in reserves, whereas section 8 prohibits the sale of protected indigenous flora except under a permit issued by the Minister authorising the holder thereof to sell protected flora.
